manufacturing defect
the resivoir tank is molded plastic. evidently the plastic was not molded correctly around the opening to allow the rubber seal and windshield washer pump when installed to form a seal. washer fluid leaked from the bottom of seal because of the rippled plastic did not secure a tight fit
